If you live in the North Surrey area, I suggest Chobham Common, I find your dog is much calmer on the lead if they have a chance at a good run, and the wide open space there is ideal. Just watch out for muddy puddles and ponds.
Also, you can walk your dog at the Discovery in Bracknell. The woodland is wonderful, and you can hide behind a tree if your dog won't come to you (they still want to know where they are, so if they can't see you they'll look for you).
