Need help for a wheaten terrier in a very dire situation.

We have a male Wheaten Terrier at our shelter in PA who is rescue only and if no placement can be found for him, he will eventually be pts. He was an owner surrender and the guy told us that he didn't like to be touched. He also admitted to using a SHOCK collar on him, which as far as I'm concerned caused this behavior. He was adopted out to the wrong people and came back with a biting incident. We have tried so many rescues and other avenues and no one is willing to help this poor little guy. He has to have a rescue who uses positive methods only, because that negative crap is what put him in this precarious positon in the first place. Does anyone know of someone who can help? We're getting desperate to save his life. Thanks Theresa
