Personally I would not feel comfortable having a dog without predictable triggers or with a large number of triggers in a house with a child, especially one that young. I could see if the dog were severely aggressive and was wearing gear to ensure he didn't slip his leash and attack someone/another dog. In that case I'd say she's being responsible. How quickly do you try to start giving him treats? You really need to try and give them the INSTANT he notices the dog exists so you get his attention before he's totally focused on the other dog.
